As national and regional efforts around digital sovereignty gain momentum, SplinterCon Paris will bring together technologists, researchers, and policymakers to consider what resilient, interconnected digital societies require today and in the future. In an era when network control and fragmentation are increasingly deployed for political ends, the conference asks how sovereignty can serve resilience without enforcing isolation.

These questions will be explored across two core themes:

Technology & Innovation will highlight resilient digital infrastructure and self-hosted systems, decentralized protocols and services, wireless networking, and solutions for censorship-resistant communications.

Policy & Governance will examine models and motivations for digital sovereignty in both policy and practice, defining the strategic role of state authority over cyberspace. Is sovereignty a pathway to isolation—or to national resilience?

Alongside these discussions, SplinterCon Paris will feature a Technology Showcase and the Blockathon – a gamified challenge that invites participants to escape the splinternet!

Finally, our 2nd Annual Breakout Program will award technology grants to innovative proposals for shutdown resilient digital communication tools and services.
